PC broken, need to get it repaired...

My desktop isn't working. I get this error message when it tries to boot up:

"Windows could not start because the following file is missing or corrupt: <windows root\system 32\hal.dll. Please install copy of the above file."

I have no idea what that means. Unless someone can suggest a fix, how about a recommendation for a decent repairman...

It was the blinky blackboard DOS hell screen. Some kid came over (Craig's list) and reinstalled windows and it works pretty good now.
